The outer kingdoms were a collection of sub-realms created by the First Empire to help manage its territories. Sǎrthîon is the only outer kingdom that survived the Age of the Shadow Emperor, and persists to this day. It is unclear how many existed, as the number changed with time, sometimes quite dramatically. By the end of the First Empire, the outer kingdoms were a driving source of economic and social destabilization. The feuds and grudges between them ran so deep that they could not come together even in the face of outside threats. The Emperor could barely keep them from engaging each other in total war.

The outer kingdoms all denied the authority of the Shadow Emperor after he killed Sîn-Ǔshurôs. Indeed, it was they who named him the Shadow Emperor, a title which has stuck into the modern era. Hâlǔmǎr then began his war, striking from Tarsis with the Undying Legions and all their demonic servants. With such power, it is tempting to think that Hâlǔmǎr was unstoppable, but this was not the case. The Old Coalition's technology, and specifically weaponry, was far more widespread in the First Empire than it is in the modern Coalition. Had the outer kingdoms banded together, they could have defeated Hâlǔmǎr and the Undying. Modern Chroniclers assert that even one of the outer kingdoms could have mustered similar firepower and numbers to the entire Thôvis Crusade, the recent zenith of the Second Empire's reach.

But it was not to be. Hâlǔmǎr used deceit to trick the kings into fighting each other when they should have fought him, and by the time his threat was realized by those who survived, it was too late to stop him. One by one, the outer kingdoms were toppled and destroyed, until the Shadow Emperor's victory was complete. The First Empire died five hundred and fifteen years after Hâlǔmǎr's reign began, with the fall of the final kingdom. In that year, the Savior was born.
