The Council of Eight is the ruling body of the Zaian race, and the only Realm which does not declare whom the government rules. Eight of the most faithful and able Zaian are selected by the eldest of the Council to serve on it, guiding their people when it is necessary, and guiding the mortal races far more often. Where exactly the Council meets isn't declassified, but it is commonly known that they respond to messages sent to Ai-Kaion and addressed to them, so most just consider it to be based there, even if it clearly isn't.
